FIBER-TO-THE-HOME (FTTH) NETWORK CONSTRUCTION AND OPERATION IN WASHINGTON TOWNSHIP

Notice is hereby given that Request for Proposals will be received at the office of the Board of County Commissioners of Paulding County, Ohio, 451 McDonald Pike Suite E Paulding, OH 45879, Until Wednesday, October 26, 2022 at 10:00 a.m., at which time and place, RFP’s will be opened and read for (FTTH) Network Construction and Operation in Washington Township. Bidding specifications will be issued at the Office of the Paulding County Commissioners, 451 McDonald Pike Suite E, Paulding, OH 45879. They can also be found online under the “Bid” tab at www.pauldingcountycommissioners.com or requested via email at pccommissioners@pauldingcountyoh.com

This proposal is for the development and operation by a “Provider” of a high-speed fiber network for the citizens and businesses in the Service Area. The objectives are to establish a Network that:

  1. Is able to offer retail broadband connection of 1 Gbps and at least 700Mbps throughput download speed over each connection provided to a premises;
  2. Is able to support high quality data and video [cable TV] services;
  3. Uses fiber-to-the-premises network architecture;
  4. Covers 100 percent of homes and small businesses in the Service Area;
  5. Is rolled out and made operational progressively, on a demand driven basis, over 2 years from the date of execution of a contract.

The bidder awarded the contract must provide a performance bond executed by a surety company authorized to do business in the State of Ohio, in an amount equal to the bid. Said performance bond will be required upon signing the contract for this project.

Bids may be hand delivered or mailed in a sealed envelope to Paulding County Commissioners, 451 McDonald Pike Suite E Paulding, OH 45879, and bearing the Bidder’s name and address and marked “RFP for (FTTH) Network Construction and Operation in Washington Township”.

PY 2022 COMMUNITY HOUSING IMPACT & PRESERVATION- LEAD ABATEMENT PROGRAM

(CHIP-LAP)

The Ohio Department of Development’s Office of Community Development is has partnered with the Ohio Department of Health (ODH) to make funds available for the Community Housing Impact & Preservation – Lead Abatement Program (CHIP-LAP). The CHIP-LAP Program will include funding for Equipment and/or Lead-Abatement activity costs associated with eliminating lead-based paint hazards in homes receiving CHIP Program Assistance.

Defiance County is the lead entity in the Maumee Valley South CHIP Consortium (MVSCC), which includes Defiance County, Paulding County and the City of Defiance.  Defiance County submitted an application for CHIP funds on June 22, 2022 for funding on behalf of the MVSCC. Defiance County intends to apply for CHIP-LAP funds, with the application deadline of September 28, 2022.

The Public Hearings for the CHIP-LAP Program will be held as follows:

Monday, September 19, 2022 at 11:00 a.m.  in the Defiance County Commissioner’s Chambers located at 500 Court Street, Suite A, Defiance OH  43512.

Wednesday, September 21, 2022 at 11 a.m. in the Paulding County Commissioner’s Chambers located at  451 McDonald Pike, Suite E, Paulding OH  45879.

The public hearing gives citizens the opportunity to review and comment on the CHIP-LAP activities. Citizens are encouraged to attend any or all meetings listed above to express their views and comments on the Maumee Valley South CHIP Consortium Program application. If a participant will need auxiliary aids (interpreter, brail, or taped materials, listening device, other) due to a disability, please contact Maumee Valley Planning Organization prior to the meeting date at 419-784-3882 in order to ensure that your needs will be accommodated. The Defiance and Paulding Commissioner’s Chambers are accessible.

  • (1) 150Kw or (appropriate size for facility), natural gas fired generator
  • (1) New 800A automatic transfer switch, Service Entrance Rated
  • Controls wiring and primary wiring
  • Engineering for the project
  • Project management
  • Concrete base

NOTICE TO BIDDERS-Paulding County Courthouse Exterior Door and Window Replacement-DEADLINE April 27, 2022 @ 10:00 a.m.

ADVERTISEMENT FOR BIDS
Sealed Bids will be received by the Board of Paulding County Commissioners in their office,
115 N. Williams Street, B-1, Paulding, Ohio 45879, until 10:00 a.m., Wednesday, April 27,
2022, when they will be opened and read, for the Paulding County Courthouse Exterior Door
and Window Replacement, located at 115 N. Williams Street, Paulding, Ohio 45879, in
accordance with the Drawings and Specifications prepared by Beilharz Architects, Inc.
A pre-bid meeting will be held at the job site at 1:00 p.m., Friday, April 8, 2022.
Contract Documents may be reviewed without charge during business hours at the office of
the Architect and various plan rooms obtaining documents. Contract Documents may be
purchased from Newfax Corporation, 333 W. Woodruff, Toledo, OH 43604, 419-241-5157
or 800-877-5157, www.newfaxcorp.com, at the cost of reproduction and shipping. Addenda
will be distributed to registered plan holders only.
All bids must be accompanied by a Bid Guaranty in the form of either a Bid Guaranty and
Contract Bond for the full amount of the bid (base bid plus all add alternates) or a certified
check, cashier’s check, or an irrevocable letter of credit in an amount equal to 10% of the bid
(base bid plus all add alternates), in accordance with the Instructions to Bidders.
Each Contractor will be required to furnish an Affidavit of Contractor or Supplier on Non-
Delinquency of Personal Property Tax (O.R.C. 5719.042).
Prevailing Wage Rates, as published by the Ohio Department of Commerce, shall be
complied with throughout the entire project in accordance with O.R.C. 4115.03 et. seq.
No bidder may withdraw its bid for a period of 60 days after the opening thereof. The Owner
reserves the right to waive irregularities in bids, to reject any or all bids, and to conduct such
investigation as necessary to determine the responsibility of any bidder.
